With the development of science and technology and the further implementation of sustainable development strategy in China, it has become an inevitable trend to promote the modernization of education with educational informationization. The Ten-Year Development Plan for Education Informationization (2011-2020), issued by the Ministry of Education, proposes that governments at all levels should allocate education information funds in proportion to not less than 8% of education funds.
